International applicants either compete for a Russian Government quota place or apply on a fee-paying basis using entrance examinations set by the university. The two have different documents and different calendars.

Applications are made through official channels including the university's own system and the state services super-service. Confirm the route with the university itself rather than relying on an intermediary's portal.

Verify the language at every stage
An English-medium label is not enough for a regulated qualification. Obtain written confirmation for lectures, assessments and clinical training, then check the rules where you intend to practise. The MEA advisory is a warning to verify programme claims, not a current inventory of all Russian courses.

One large Russian university publishes undergraduate tuition from about RUB 200,000 a year at a regional campus to RUB 1,000,000 in Moscow, stating that costs are listed and payable in Russian roubles. A dollar or rupee figure quoted by an intermediary is a conversion, not the contract.

Official advice is to obtain proper receipts and to pay fees directly to the university from subsequent semesters, because payments that do not reach the institution can end an enrolment. Confirm bank details with the university's own finance office, in writing.

An illustrative first year in Russian roubles for a fee-paying programme outside the most expensive Moscow options. Tuition sits inside one large university's published range of roughly RUB 200,000 to RUB 1,000,000 a year and should be replaced by your own offer. The fees line assumes compulsory medical insurance and university administrative charges. Monthly living assumes hostel or shared accommodation, food and transport; central Moscow and St Petersburg are higher. The deposit line assumes a private tenancy deposit — a university hostel place may require none, in which case set it to zero.

The state quota is the main funded route
Government-funded places cover tuition and pay a modest stipend, allocated by competition through official channels. They do not cover flights, insurance, accommodation or daily living, and selection is not guaranteed. Apply through the official route for your country and keep a fee-paying alternative.
Read the admission routesUniversity discounts, in writing only
Some universities reduce tuition for strong entrance results or for preparatory-faculty graduates. Ask which committee awards it, on what criteria, for how many years, and get the decision in a document from the university rather than from an agency.
Compare published feesConfirm how you will actually pay
Before committing, establish with your own bank and the university's finance office exactly how tuition will be transferred and what evidence you will receive. Do this before the deposit, not after. Keep receipts for every payment.

During your course
Do not fund your studies from expected earnings in Russia. Work rights are tied to your permission to stay, most opportunities require working Russian, and a Russian-taught course leaves little spare time. Confirm the current rule with your university's international department before taking any job.

Graduation does not itself give unrestricted work permission. Ask the university and migration authority which residence or work route applies to your exact qualification and proposed role, and confirm it before your student permission expires.

Recognition is decided where you intend to use the degree. For regulated professions, check the licensing authority in that country first. Indian applicants in medicine should read the National Medical Commission's requirements before choosing any programme. Check the full current rules for course structure, clinical training, internship and licensing; passing an examination alone may not establish eligibility.

NEET, no endorsed list, and the screening test.
NEET qualification is mandatory for Indian students taking admission to foreign medical courses and is valid for three years. The National Medical Commission endorses no list of foreign universities, and graduates must clear the prescribed screening test to register in India.
