“Free education in Italy” often combines several different things. Separate them before you commit.
Public university fees can depend on the course and family finances. Institutions set their own rules, evidence requirements and exemptions.

Check whether the institution uses financial circumstances, merit or other criteria. Bologna requires specific documentation where family income and assets are outside Italy.
